Technically the mares owner can sell her with papers or without. There is no law that says she has to hand over the papers. Sometimes they will sell the horse at a lower cost without the papers. Something good to do when buying a horse, is make sure there is a sales contract stating what your expecting as a buyer, and what the seller is expecting. This way there is no confusion over registration/PPE/etc. Or if you dont have a sales contract, and they do not want to write one up, theres probably something shady there, and I would look elsewhere for a horse.

I have asked this question before but lost the answer. I have a Palomino Quarter Horse Mare. I want to register her but the lady that my trainer bought her from didn't give him the breeding certificate that she never turned in. He thought he was getting it and then when it came the end of the purchase she told him that he would have to pay more for the certificate. Is that right?? He thought he was buying it already. She didn't make it clear that he had to pay more. While she still has it and I bought the mare from my trainer and my mom talked to the lady and she said we would have to buy it? Shouldn't she have came with that? Is there a way to get it with out paying for it. She wants alot for it. Is it legal for her to just keep it like that? She has no use for it.
All I know is my mare's dad was a team penning champion. He was a Buckskin Stallion named GA Grand Thunder I think. I know the Thunder part is right and I am pretty sure the Grand part. And her moms name is prettymisspersuasion.

Hope to hear from you soon,
