Comments on: Rabies in Horses

I live in Southern Utah. Both my veterinarians have stated the rabies vaccine is not recommended here for horses because there is no terrestrial rabies, even though AAEP recommends it.
However our dogs and cats are vaccinated for it so it seems like a conflict of information.
Is there a veterinarian out there who would clarify this for me.
I would rather vaccinate for it from what I have read about rabies. Is there some risk with this vaccine that my vets are reluctant to give it?
